North-South Commuter Railway
Also known as: North-South Commuter Railway · NSCR · Clark-Calamba Railway · PNR Commuter Line
Definition
North-South Commuter Railway (NSCR), also known as the Clark-Calamba Railway, is a 147-kilometer (91 mi) transit-oriented passenger railway system under construction in Luzon, Philippines. Owned by the Department of Transportation (DOTr) and operated by the Philippine National Railways (PNR), the mega-infrastructure project will connect New Clark City in Capas, Tarlac, to Calamba City in Laguna, passing through Metro Manila. The railway will reduce travel time between Clark and Calamba from 4 hours to 2 hours, driving massive real estate developments, industrial parks, and transit-oriented residential estates near its 36 stations. - Clark Airport Station: A dedicated station linking the commuter railway directly to the Clark International Airport terminal.
Usage Scenarios
1. Commuting from Laguna to Manila

2. Developing property along the route

Strategies
- Target real estate acquisitions (subdivisions and commercial space) within a 1-to-2-kilometer radius of upcoming NSCR stations.
- Monitor the DOTr construction updates to align real estate project completion dates with station operations.
Security and Safety Measures
- Adhere strictly to the safety rules of PNR and local governments during the construction phase near train tracks.
- Ensure that transit-oriented developments incorporate strong passenger security checkpoints and access gates.
Historical Context
The project originated from the older, cancelled Northrail project of the 1990s and 2000s. In 2015, the project was revived as the North-South Commuter Railway, funded by the Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB). Construction began in 2019 under the Build! Build! Build! program. The project represents the largest infrastructure development project in the history of the Department of Transportation. Challenges and Controversies
Complex Right-of-Way Acquisitions
Clearing thousands of informal settler families and acquiring private land along the railway tracks delayed early construction stages.
Road Traffic Disruptions
Constructing elevated viaducts along major highways (such as MacArthur Highway) causes severe traffic bottlenecks.
